Duties

The Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future. CISA is at the heart of mobilizing a collective defense as we lead the Nation's efforts to understand and manage risk to our critical infrastructure. Our partners in this mission span the public and private sectors. CISA programs and services are driven by our comprehensive understanding of the risk environment and the corresponding needs identified by our stakeholders. We seek to help organizations better manage risk and increase resilience using all available resources, whether provided by the Federal Government, commercial vendors, or their own capabilities. CISA accomplishes its mission through five key functions: - National Risk Management - Infrastructure and Cybersecurity Operations - Critical Infrastructure Resilience - Federal Information Security - Interoperable Emergency Communications The Office of the Chief Operations Support Officer (OCOSO): Provide responsive, high-quality support through excellence in innovation, customer service, governance, and performance. This position is in the Facilities Branch, OCOSO. The Facilities Branch provides a wide range of engineering, program and facilities expertise for the design, operations, and maintenance of CISA facilities across the nation. The CISA Facility Supervisory Financial Resource Analyst leads the planning, budgeting, programming, and execution of the CISA facility funding across lifecycle of project design, refresh, and operations and maintenance of CISA facilities across the nation. Typical work assignments include: Providing guidance and directing headquarters staff in a variety of matters relating to the application of fiscal and accounting policy, financial systems, and management programs to meet facility mission requirements. Performing and directing a wide variety of administrative and analytical duties during development, formulation, justification, presentation, execution and reviewing phases of the Planning, Programming, Budget and Execution System (PPBES). Developing proposed policy and procedural guidance for use in program and budget development. Directing the coordination, preparation and staffing of resource-related requests for information. Analyzing and evaluating accounting for funds, property and resources.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. Specialized Experience for the GS-14: You qualify for the GS-14 grade level, if you have: at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtain in either the public or private sector), performing the following duties: Demonstrated knowledge of accounting, financial analysis, and financial management Establishing and monitoring project objectives, setting priorities to improve program performance based upon changing programs, policies and procedures. Using practices and procedures related to budget measures, finance procedures, and financial requirements for operations. Efficiency in preparing analysis reports and presentations of financial procedures, policies, and activities and briefing said items to appropriate leadership. Providing oversight, leading and managing a dedicated staff of employees to ensure financial operations are being maintained and completed. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
