This position is located in the Budget Execution Division, Office of Executive Office, Bureau of International Narcotics and Law Enforcement Affairs (INL/EX/BE). The incumbent of this position serves as a Supervisory Financial Management Specialist and assists the Division Chief in planning and directing the budget execution, accounting, reconciliation, and funds control processes for all INL programs.
Duties
Coordinates with appropriate financial management personnel in the Department and other agencies in the Executive Branch, to include providing financial guidance to Embassy personnel in program countries and ensuring compliance.
Implements major budget policies for the Bureau’s offices (e.g., imposition of internal limitation on expenditures, recommendations to the Assistant Secretary concerning the priority or advisability of budget requests for reprogramming.
Develops, analyzes, evaluates, advises on, and improves the effectiveness of work methods and procedures, organization manpower utilization, distribution of work assignments, delegation of authority, management controls, and documentation systems.
Plans work to be accomplished by subordinates, set and adjust short term priorities, and prepare schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty, and requirements.
Provides advice, counsel, and instruction to employees on both work and administrative matters.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing internal financial controls concerning the transfer, allotment, obligation and/or disbursement of funds.
Experience providing advice to senior management officials on administrative policy initiatives affecting financial management considerations and/or requirements.
Experience analyzing current work methods and procedures to improve effectiveness of financial programs.
Experience in utilizing Department of State financial systems (ie. GFMS, RFMS, IBIS, ILMS, E2, GBI, etc)
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
