You will serve as a HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) in the Labor and Emplyee Relations Department of the Fleet Human Resources Office of FLEET HRO NORFOLK NAVAL SHIPYARD.

Duties

You will serve in a advisory capacity and manage all stages of disciplinary/ adverse actions. You will provide input on decisions that will impact human resources policies. You will provide technical assistance and solutions. You will develop agreements between management and labor organizations. You will assist with planning, administering and evaluating performance management programs.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Occasional travel away from the normal duty station is a requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience applying the full range of labor and employee relations theories, principles, methods and techniques to a wide variety of difficult and complex assignments. - Experience with the general human resource management principles. - Experience using OPM, third party case law and other related resources (i.e FLRA, MSPB, EEOC, FSIP, etc.) and all human resources regulations with special emphasis in the areas of labor and employee relations and EEO. - Experience with the Civil Service Reform Act and EEO affirmative action regulations. - Experience functioning in a liaison capacity between customer, command personnel and applicable OCHR operations staff sufficient to work customer benefits and service issue through to a customer orientated conclusions. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-07:1 full year of graduate level education

or
