About the Position: Serve as a Program Analyst in the AMCOM US Army Aviation and Missile Command Deputy COS, G8 (Resource Management) Resource & Acquisition Intergration DIV Resource Integration Branch Redstone Arsenal, Alabama providing technical advice and guidance to the AMCOM leadership, including SES level officials, senior staff managers and Separate Office Directors/Chiefs relative to the performance of programmatic plans and budget functions.
Duties
Compile and evaluate Program Objective Memorandum data.
Prepare program budget narrative including impact statements and justifications.
Work extensively with the General Fund Enterprise Business System and other legacy accounting systems such as the Standard Operation and Maintenance Army Research and Development System to troubleshoot problems and provide solutions.
Serve as point of contact for programs such as the Joint Reconciliation Program and audit readiness, ensuring the programs are adequate to protect government resources.
Develop and maintains internal operating budgets and obligation plan schedules to determine resource requirements.
Execute and reconcile the budget in the General Fund Enterprise Business System and/or Logistics Modernization Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The employee must obtain and maintain a Secret Security Clearance.
- Occasional travel up to 10% is required.
- In accordance with Department of Defense (DoD) Instruction 1300.26, “Operation of the DoD Financial Management Certification Program,” this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program.
- If not already certified at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position.
- Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26.

Specialized Experience: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes applying qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of financial execution. This experience includes knowledge of cost accounting, cost collection and cost reporting systems of the overall weapon, missile and support systems.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
