This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Research directives and policies and provide guidance to US Army Acquisition Support Center and Assistant Secretary of Army leadership, and PEOs.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Conducts on-site visits on Command's objectives/plans/program and assesses the reality of meeting program objectives and resources, and recommends which requirements are feasible and executable, and which ones are not supportable at HQDA level.
Identifies deviations from management plans, identifies trends which may have adverse financial effects, makes current and long-term projections, and analyzes costs of programs to assist in decision making.
Keeps informed of current developments in the functional field by attending and participating in meetings and through correspondence with counterparts in other organizations.
Serves as the focal point for assigned accounts and coordination on all matters pertaining to budget and fiscal activities, reviews, and analyses, and designated management reporting requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) may be required 10% of the time.
- Must be able to obtain and maintain a Secret security clearance.
- A one-year probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management Certification within 4 years of entrance on duty.
- Financial Management Level 2 Certification must be obtained within 24 months of entrance on duty.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to the NH-02/ GS-11 grade level or equivalent pay band in the Federal service that includes: 1) Analyzing financial and budgetary relationships to develop recommendations for budgetary actions; 2) Developing budgetary/financial policies to implement; and 3) Providing advice to staff officials on matters such as the distribution of allotment and availability of budgetary funds.
