You will serve as a Financial Management Analyst in the PEO ASW ASM of PEO FOR AIR ASW. This position is the Lead Business Financial Manager (BFM) for the Advanced Development Team (ADT) which is aligned directly to Program Executive Office for Air ASW, Assault, and Special Mission Programs PEO(A). You will lead the business and financial efforts and develop, track, and execute assigned budgets over the program life cycle.

Duties

You will direct and/or perform program execution reviews, analysis and appraisal of the major operating and support programs within the organization. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will promulgate approved financial management policies within the organization based on DON policy and develops and issues implementing procedures. Ensure compliance with internal controls. You will prepare or review responses to reviews or audits which involve financial management policy and procedure. You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (NH-03) or pay band in the federal service or equivalent experience in the private or public sector in order to perform the duties of a FINANCIAL MANAGEMENT ANALYST. Specialized experience must demonstrate the following 1) Directing and/or performing continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. 2) Coordinating the development and reporting of cost/performance information in support of mission tasks for the organization. 3) Providing interpretive and analytical advice on financial transactions and program execution; developing format and content to provide managers with various listing, reports, and data relative to status of funds and the propriety of obligations. 4) Promulgating approved financial management policies within the organization based on DON policy and developing and issuing implementing procedures.
