You will serve as a Supply Systems Analyst within Naval Supply Systems Command (NAVSUP) of CNSSC FLD DET MECH PA.

Duties

You will serve as a supply chain analyst for Navy supply chain management processes, responsible for research and statistical analysis. You will analyze current models to provide timely, affordable, and effective product support throughout the system life cycle in order to optimize system readiness and life cycle sustainment cost. You will effectively communicate and coordinate with personnel across the entire spectrum of the supply function including: afloat units, Fleet and Commander staffs, stock points, and Navy/Defense Logistics Agency (DLA) Inventory Control Points. You will conduct quantitative and qualitative studies, to critique, design, and generate performance measures in support of improving strategic, tactical and operational planning and overall readiness You will interpret Department of Defense (DoD) and Navy Supply Chain policy and coordinates NAVSUP efforts to apply it. You will develop, establish, and implement NAVSUP supply chain policy and procedures, as assigned.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the duties of a Supply Systems Analyst. Specialized experience must demonstrate most or all of the following: 1) Comprehensive functional knowledge of Navy Enterprise Resource Planning (ERP)- including: Supply Master Data, Supply Planning, Allowancing, Sales and Operations Planning, Repairables Management, Order Fulfillment, and Financial Management to assist in development of recommendations for the Enterprise; 2)Devising new concepts or adapting proven concepts to Navy applications, to recognize new facts and fundamental relationships, and to obtain necessary data on which to perform the required analysis; 3)Competency in mathematics, statistics, simulation theory, probability theory, optimization methods, and the scientific method; 4)Knowledge of analytical techniques and modeling, experience establishing relationships among model parameters, simplifying a complex task by segmenting it into various facets; solving the problems and correlating the results to form a solution; 5) Experience with Navy supply data in order to leverage data analysis and make data driven recommendations to Leadership; and 6)Ability to communicate effectively both orally and in writing with external and internal senior management.
