About the Position: Serves as Human Resources Branch Chief in the CONOPS Division, Business Management Directorate supporting the Army's largest Contracting Center with over 900 Associates at six dispersed locations with the preponderance of personnel located at Redstone Arsenal, Alabama.
This is a Department of Defense (DoD) Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position. Within AcqDemo, NH-04 is equivalent to the GS-14 - 15 grade levels.
Duties
Ensure the organization's Human Capital strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, workplans and work products and services.
Provide oversight of and/or executes the organization Leader Development program through planning and execution of leader development meetings, forums and training sessions.
Responsible for the management and direction of the civilian personnel program, involving extensive coordination and independent planning, implementation, and monitoring/evaluation.
Supervise a team of senior specialists responsible in workforce prepotency-based duties in the programmatic areas: leader development, workforce development, professional development, curriculum development, human capital policy/knowledge sharing.
Provide advice and assistance to management and principal staff members regarding all aspects of the civilian and military personnel programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a Secret Security clearance.
- This position requires Temporary Duty Travel (TDY) 25%.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized which is but not limited to experience leading/supervising a personnel management team that provides guidance and oversight in multiple programs that include recruitment and staffing, benefits, classification/restructuring, civilian and military personnel management, leave programs, bargaining units, deployments and labor/management and employee relations in a complex civilian and military organization.
