About the Position: Serves as a Financial Counselor for the Survivor Outreach Services (SOS) program under the supervision of the Director Human Resources (DHR).

Duties

As a Survivor Outreach Services (SOS) Financial Counselor/Support Coordinator, you will be responsible for the following: Serve as a Financial Counselor for the Survivor Outreach Services (SOS) Program. Provide financial assistance to surviving families on financial affairs. Create local regulatory guidance, formulate plans, and/or standard operating procedures for financial services. Briefs various levels of leadership and/or community on local and consumer issues. Generate ideas for new procedures, policies, studies, and/or approaches for program assessments. Coordinate and conduct Survivor Support Groups.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires Accreditation, certification in financial counseling.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • Must obtain and maintain credentials such as AFC, CFP, or ChFc, through the Association for Financial Counseling, Counseling, Planning and Education (AFCPE) or other certifying agency.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Experience required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes experience Providing financial counseling guidance and/or support for survivors of soldiers to ensure all benefits are received; Addressing complex financial situations (i.e. foreclosures, evictions, garnishments, repossessions, etc.); Applying guidelines and/or laws to address individual of financial situations; and coordinating support groups and/or life skills education for survivors. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below: Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, that is directly related to the work of the position or LL.M. if related. Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
