This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as an Assistant Program Executive Officer for International Security Assistance advising and assisting the PEO in all matters related to cooperative, co-production, foreign military sales, and international activities with foreign governments.
Duties
Developing plans and recommendations, coordinating liaison contacts with foreign government personnel.
Coordinating, integrating, and implementing the international co-production program guidance and policies.
Represent the PEO on international cooperative matters and FMS sales and policy issues, to include interface with international Project Management offices in the MOU countries
Implement and execute the organizational international programs, also meetings and briefings with high ranking officials of numerous customer nations.
Develops, promulgates, and reviews policies, procedures, and plans for the development, negotiation, and implementation of International Cooperative Programs, co-production programs, FMS, and MOUs in accordance with Army policy and regulations.
Act on behalf of the PEO to resolve international issues of highest priority to include managerial issues with the Department of State.
Monitors all changes to Army and DoD policies and regulation, and coordinates and implements all such changes into the programs.
Serves as PEO expert for FMS, research and development , data exchanges, personnel exchanges, non-developmental items (NDI) acquisitions, equipment evaluations, Nunn Amendment Cooperative Projects, and other international ventures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Manager certification within 60 months as of entrance on duty.
- Must be able to obtain a Top Secret clearance.
- Drug Test Required.
- The duties of this position require submission of, on an annual basis, SF 450, Confidential Financial Disclosure Report.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one- year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the selectee to sign a written tenure agreement to remain in the Federal service in this position for at least three (3) years.
- This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.

Specialized Experience: One year experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes:1) Performing the total management of FMS programs which involves the continual development, planning, coordination, implementation, and monitoring of all requirements/programs for the foreign countries; 2) Experience in the development, preparation, negotiation, and implementation of plans, terms of reference, agreements and memorandums of agreements between U.S. and designated countries; 3) Interpreting program policy; and 4) Establishing methods and procedures for analysis of program problems and difficulties while assessing the impact of program changes and incorporating program changes as necessary to fulfill program requirements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
Additional Requirement for CAPS:
Highest category of certification in the applicable functional area, except for Program Management, which requires Practitioner or higher category certification.
Incumbent must execute 3-year tenure agreement, except as tailored by the CAE
