About the Position: The APG Garrison Resource Management Office oversees resource allocations for all base support activities, including budget formulation, control and execution, accounting policy, funding of manpower resources, managing garrison equipment levels, developing installation support agreements and monitoring the Government Travel Card Program.
Duties
Serve as Budget Analyst for the U.S. Army APG Garrison Resource Management Office (RMO).
Performs various budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects.
Provides local budget policy and procedures, budget formulation assumptions, and formats and schedules to serviced organizations for budget submissions.
Makes formal presentations of the budgets to management and operating officials. Attends presentations at higher headquarters to defend estimates, answer specific questions, and provide clarification.
Ability to conduct studies, analyze data, develop alternatives, and makes recommendations to resolve budget problems.
Demonstrated proficiency and skill in utilizing an automated budget/financial system or software (such as but not limited to PPBS, GFEBS, etc.)
Requirements
- Financial certification Level 2 required within one year of appointment.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to possess or obtain and maintain a Financial Management Certification, Level II within 24 months of entry on duty.
- Emergency overtime may be required.
- Temporary Duty for Travel requirement up to 10%.
- A one-year probationary period may be required.

GS-12 QUALIFICATIONS REQUIREMENT:
Specialized Experience: One year of specialized experience which includes (1) formulating and/or executing program budget(s); (2) analyzing financial data; (3) utilizing an automated budget/financial system or software (such as but not limited to Planning, Programming, and Budgeting System (PPBS), General Fund Enterprise Business System (GFEBS), etc.); and (4) providing advisory services or recommendations on budgetary and/or fiscal program management issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
