About the Position: This position is located at Raymond W. Bliss Army Health Center, Fort Huachuca, AZ. - A recruitment or relocation incentive may be authorized. - Salary negotiation may be available for those candidates who are new to Federal service. - Student Loan repayment may be authorized. - Non-Federal work experience may be creditable for leave purposes.

Duties

Develop and implement procedures relative to system operations to ensure utilization and standardization occur throughout the clinic. Analyze staffing levels and forecast requirements based on trends, turnover rates and hiring requirements. Determine manning requirements, identify recruitment and retention barriers, and develop recruitment and retention packages targeted to maintain a highly skilled, and adequate staffing levels in all departments. Serve as a clinical recruiter for multidisciplinary civilian medical staff Advise the staff/employees on the status of civilian personnel management, administration, and support required for the full range of personnel related issues. Responsible for ensuring HR standards are adhered to and develops policies and guidance for compliance and success for each standard.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • A Personnel Security Investigation is required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessProblem SolvingStaffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
