The primary purpose of this position is to function as the authority and focal point for planning and programming of Services Nonappropriated Fund facility projects throughout the Air Force.

Duties

Serves as functional authority and provides AF level oversight to ensure proper planning, programming, validation and funding of all AF Services NAF facility projects. Develops and coordinates project funding and approval packages for consideration and action by the AF NAF Facilities Panel (Panel), HQ USAF Director of Services, the AF Morale Welfare and Recreation Advisory Board, and the CSAF. Provides technical assistance and training to MAJCOM and base staff relative to AF policies and processes for programming and executing NAF facilities projects. Initiates action to obtain design instructions and to obtain appropriate project/funding approval for award of NAF project design and construction. Reviews Air Force procedures/policies related to the programming, validation, funding, and administration of Services NAF facilities and recommends proposed changes as required.

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • Travel by military and/or commercial aircraft or by any other means designated by management is required, often for extended periods and on short notice in performance of temporary duty.
  • Incumbent have, or obtain, and maintain a valid United States passport and be able travel without restriction to locations both in the United States and overseas.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing of this announcement, 1 year of specialized experience equivalent to the next lower grade GS-11, (or equivalent in other pay systems). Specialized experience includes higher level oversight with planning and applying appropriated and non-appropriated funds; concepts, principles, and contracting policies, regulations, and practices for programming services facility projects (appropriated and non-appropriated) sufficient to serve as an expert in developing project specifications and criteria. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and skill in applying appropriated and nonappropriated, laws, concepts, principles and contracting policies, regulations and practices for programming Services facility projects (appropriated and nonappropriated) sufficient to serve as an expert in developing project specifications and criteria. 2. In-depth knowledge of Services organization, operations, functional activities, programs and financial standards sufficient to analyze and evaluate proposed capital improvement projects for functional adequacy and financial soundness. 3. Knowledge of the latest developments related to Services equipment requirements to program modem recreational, leisure, and hospitality facilities. 4. Knowledge of, and skill in applying, the concepts, principles, and techniques of disciplines such as economics, business operations, statistics, APF and NAF accounting principles and procedures and data processing, as they apply analytical and evaluative methods and techniques to issues and studies concerning the to planning, programming, validation, approval, design, and construction of NAF capital improvements. 5. Knowledge of the organization and procedures related to Base Civil Engineering support of AF Services facilities. 6. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommended timely and economical solutions. 7. Ability to communicate effectively both orally and in writing, to give presentations (in-briefs, out-briefs, project presentations, and general presentations) to varying size; knowledge of, and ability to use, standard AF computer programs such as Microsoft Word, Outlook, PowerPoint, Excel, Access, Form Flow, and related internet based programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
