Duties

Supervises and manages an Identity Credential Access Management (ICAM) Branch to include providing support for implementing, troubleshooting, and maintaining of ICAM systems. Responsible for project management to include the development and implementation of assigned project initiatives within the J-62 development program including the management of systems integration of programs supporting DLA transformation. Acts as the Integration and Development Project Manager by ensuring that DLA is responsible, accountable, and in compliance with overarching Department of Defense (DoD) directives and guidance. Ensures that the design, development, and deployment of Enterprise ICAM projects are on schedule, within cost, and obtain performance levels as originated in the planning phases by the functional and technical communities of the development project. Provides direction and guidance for the acquisition, design, programming, testing, systems integration, product improvement, and fielding of ICAM programs within the organization. Designs, develops, maintains, and enhances Zero Trust Identity as a Service based on customers' identity and access management requirements, (continued) including single sign-on, identity federation, enterprise directory architecture and design, and resource (entity and entitlement) provisioning. Serves as a principal advisor to the Program Management Office (PMO) Manager, performing the role of a principal project manager for the introduction of new projects on technologies/information systems to meet functional requirements of DLA.

Qualifications

To qualify for a Supervisory IT Specialist (SYSADMIN/INFOSEC), your resume and supporting documentation must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Monitoring and collaborating on the testing of systems and applications software. - Overseeing and performing risk management analysis, modeling, and process development required to successfully identify program risks, risk levels, consequences of risk, deviations to consequences and mitigation strategies. - Reviewing and analyzing requirements, business process models, data models, functional and operational architectures developed for assigned projects. B. Education Substitution: Applicants may not qualify for this position based on education in lieu of specialized experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
