Duties

INFORMATION:  This position is located within the NAF Human Resources Department, Marine Corps Community Services, MCRD San Diego.  The Employee Development and Personnel Security Specialist is responsible for the direct delivery training programs for employee development and determines the suitability/fitness for entry and retention in over 250 NAF positions within MCCS.  This position reports to the NAF Human Resources Manager.  This position requires the ability to obtain a Tier 3 clearance.

Qualifications

MINIMUM QUALIFICATIONS:  Must be a U.S. Citizen Bachelors’ Degree in Human Resources or a related field appropriate to work of the position, or an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or three years of practical experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.   Practical knowledge of a wide range of training methods, techniques, and tools used to resolve instructional problems.  Able to manage a variety of normal classroom situations.  Must be able to independently plan and conduct training sessions within prescribed course framework.  Experience in developing management and supervisory curricula desired.  Strong computer skills utilizing various software programs, applications, and digital platforms.  Experience in applying tact and diplomacy when dealing with sensitive issues, to include conducting objective analysis, fact finding, and exercising confidentiality. Knowledge and experience in electronic and hardcopy record retention and management. Must have demonstrated accuracy and attention to detail. Experience with PeopleSoft or other human resource personnel management system (i.e., HRIS). Ability to work independently and effectively in handling structured assignments and prioritizing in a fast-paced environment. Demonstrates skill in both written and oral communications.This is a white-collar position where occasional lifting up to 20 lbs. may be required.Previous federal standard security experience using Defense Counterintelligence and Security Agency (DCSA) or Defense Counterintelligence and Security Agency (DISS) is desired.  This position has been designated as Noncritical Sensitive and therefore requires the ability to obtain a Tier 3 – Secret clearance.  Continued employment is subject to maintaining a favorable adjudication of the security investigation.
