About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0H9AA US ARMY AVIATION AND MISSILE COMMAND. Plan, direct, execute and manage a multi-discipline Security Program.

Duties

Assist the Security Manager in program security for the organization, including Industrial, Personnel, Physical, Information, Computer, Operations Security, Communications Security, Special Program and Sensitive Compartmented Information Security. Provide security guidance to personnel with access to projects, contractors, and subcontractors involved in projects in areas of industrial, personnel, and physical security. Develop procedures for and conduct surveys of industrial facilities; advise contractor personnel of security responsibilities. Conduct inspections, process classified material, maintain surveillance of facilities, and review loss reports. Maintain tracking and verification of assigned personnel security clearance information using personnel security databases to determine suitability for access requirements and conduct indoctrination briefings/debriefings. Apply procedures from security manuals, publications, and policy series publications for implementation into the organization’s Standard Operating Procedures (SOP). Standardize physical security program and for projects including the design/development/installation of security protection systems/devices ensuring the sensitivity of projects are not compromised, sabotaged, or otherwise interfered with. Inspect facilities where the work is to be carried out by contract workforce to determine suitability and adaptability to anti-intrusion systems. Coordinate and ensure personnel circulation control and access systems are established and maintained. Develop, track, and provide Security, Education, and Training Awareness (SETA) for personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. Must obtain the Security Fundamentals Professional Certification (SFPC) within first two years of employment
  • Two year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade level in the series.
