You will serve as a Management and Program Analyst in the Workforce Management Branch of CNSSC FLD DET MECH PA.
Duties
You will serve as the functional manager for NAVSUP HQs Government Purchase Card Program
You will serve as the APC Level V for the Government Purchase Card Program.
You will develop and update policy guidance to enterprise personnel.
You will be responsible for developing and delivering job series specific training to enterprise personnel, primarily to headquarters Government Purchase Card Program Participants.
You will provide customer service primarily to NAVSUP headquarters and by serving as a liaison between NAVSUP headquarters and Echelon III activities.
You will oversee regular generation, monitoring, and assessment of metrics for assigned programs.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing Management and Program Analyst work utilizing an extensive knowledge of concepts, principles, policies, and practices to managing functional areas of Staffing Management/Execution and Personnel Administration. I apply analytical and evaluative methods to measure manpower and workforce planning measurements, bench marking, and metrics; prepare complex findings and recommendations to senior civilian and military managers within a command; identify problems within workforce and personnel management and formulate solutions and alternate courses of actions; and have knowledge of budgeting and/or financing concepts, principles, practices, laws and regulations. Examples of specialized experience may include the following: 1) Lead working groups to resolve issues, provide input to establish processes, and define system enhancements for future development; 2) Develop and deliver job series specific training to enterprise personnel; 3) Recommend changes to processes and systems and assists with development of formal change requests; 4) Prepares metrics and provides analysis on any unusual increases; 5) Train lower level employees, creates guides, and documents processes; and 6) Ensure continuity of operations and provide backup support to functional area personnel.
