DCSA's CI/Insider Threat Directorate is seeking a Branch Chief, Counterintelligence Partnership with Cleared Industry. In this role, the incumbent will be the DCSA CI official responsible for industry-sponsored liaison positions to fully and most effectively promote and integrate DCSA CI initiatives with cleared industry. This is an excellent opportunity for those with experience implementing policy and policy guidance and a working knowledge of the concepts of strategic CI functions.
Duties
As a SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
- Advises the Assistant Director, CI, all aspects of program areas under this position's responsibility. Plans, directs, controls, and evaluates the operations of the assigned program areas. Develops short and long range plans in connection with projected changes in functions and programs.
- Manages on a day-to-day basis, staff actions, to include industry partner personnel support agreements, planning and program development and execution, facility and support issues, and assists with the development and conduct of the CI Partnership initiatives and activities.
- Serves as senior technical expert in multidisciplinary fields of CI and related subject matter areas as they pertain to DCSA mission areas. Provides service and assistance in the area of CI integration into industrial security policy, personnel security, and education/training.
- Keeps abreast of current issues and advances in CI, industrial and information security, the Intelligence Community, addresses specific interests and concerns of senior management as required.
- Assesses progress toward meeting goals and objectives and makes recommendation to modify them as necessary in order to meet established guidelines and timeframes. Advises the CI Assistant Director on the status of meeting goals and objectives and the revised timeframe for completion.
- Represents DCSA in the various areas of CI program and related industrial and personnel security matters, in contacts with a variety of groups and individuals and in meetings and conferences internal and external to DCSA.
- Establishes and maintains liaison with management officials and colleagues from Defense CI and security components and non-Defense agencies. Represents the CI Directorate on DCSA, DoD, and interagency boards, committees, steering or working groups, and conferences.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: A sound and extremely broad exposure to and knowledge of technical and operational issues relating to CI and be familiar with security, information security and assurance, critical infrastructure protection and risk management as they relate to the Department of Defense and its Components. The individual must have demonstrated the ability to successfully coordinate and implement policy and policy guidance and have a working knowledge of the concepts of strategic CI functions of: investigations, operations, collections, production and functional services as well as the missions of CI activities in support of research and technology protection (RDA).
Specifically you will be evaluated on the following competencies:
