Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Alaska Outer Continental Shelf Region (AKOCSR), Office of Environment in Anchorage, Alaska. This position is being advertised as both location negotiable after selection and with a duty station(s) of Anchorage, AK, with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Serves as a technical expert on the National Environmental Policy Act (NEPA) and Council on Environmental Quality (CEQ) requirements, policies, and guidance. 2. Leads a multidisciplinary team consisting of regulatory experts and scientific specialists in the preparation of Environmental Impact Statements (EIS), Environmental Assessments (EA), and other compliance documents. 3. Responsible for the completion and quality of all NEPA documents prepared for Outer Continental Shelf (OCS) conventional and renewable energy activities and marine minerals projects on the Alaska OCS. 4. Conducts scoping meetings and coordinates public outreach participation activities. 5. Plans schedules for work to be accomplished by the team, sets priorities and assigns work based on priorities and the difficulty of assignments. 6. Participates in long-range planning and programming of OCS projects or related activities to ensure adequate compliance with NEPA, Executive Orders, and BOEM and Departmental requirements for environmental assessments. 7. Responsible for developing and coordinating NEPA schedules and timelines with other environmental consultations such as those required by the Endangered Species Act, Marine Mammal Protection Act, Essential Fish Habitat, and National Historic Preservation Act. 8. Ensures involvement of Federal, State, and other local agencies, as well as federally recognized tribes in the EIS/EA or other report development. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information: Anchorage, AK (per annum): GS-11: $77,898 to $101,263 GS-12: $93,367 to $121,378 GS-13: $111,026 to $144,331 Remote Location (per annum): GS-11: $59,319 to $ 77,112* GS-12: $71,099 to $92,429* GS-13: $84,546 to $109,908 **This is the base GS salary rate. If the applicant is selected for a remote location, pay will be set according to the selectee's geographic area. First-time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience and/or Education for the series/grade to which you are applying. GS-11 Specialized Experience: A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as demonstrated experience: 1. Preparing environmental assessment documents in compliance with the National Environmental Policy Act (NEPA) and Council on Environmental Quality (CEQ) requirements; AND 2. Working with other Federal, state, and local agencies, as well as Federally recognized tribes in the development of environmental assessments. MUST MEET ALL -OR- B. Education: Possession of a Ph.D. or equivalent doctoral degree or 3 full years of higher level graduate education leading to such a degree or LL.M., if related.; -OR- C. Combination of Education and Specialized Experience: A combination of specialized experience and education that totals 100% of the experience requirement. Only graduate-level education in excess of the amount required for the next lower grade level may be used to qualify. GS-12 Specialized Experience: Note: At the GS-12 level you may not substitute education for experience. A. Specialized Experience: To qualify for the GS-12 level, you must possess at least one full year of specialized experience at or equivalent to the GS-11 level in the Federal service, or comparable experience not gained in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as demonstrated experience: 1. Reviewing environmental assessment documents for technical accuracy and quality; AND 2. Working with other federal, state, and local agencies, as well as federally recognized tribes in the development of environmental assessments; AND 3. Coordinating responses to public comments on environmental assessment documents. MUST MEET ALL GS-13 Specialized Experience: Note: At the GS-13 level you may not substitute education for experience. To qualify for the GS-13 level, you must possess at least one full year of specialized experience at or equivalent to the GS-12 level in the Federal service, or comparable experience not gained in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as demonstrated experience: 1. Coordinating the development of all aspects of environmental assessment documents; AND 2. Developing alternatives and mitigating measures for analysis in environmental assessment documents; AND 3. Organizing, analyzing, reviewing, and responding to public comments on environmental assessment documents; AND 4. Preparing Memorandums of Understanding with cooperating agencies to ensure all regulatory requirements are met.
