This position is located in Fort Snelling, Minnesota within the Department of Veterans Affairs Debt Management Center (DMC), Veteran Communication Division (VCD), with direct over-sight by the Office of Finance, Office of Management. DMC exercises control over the collection of federal debts arising from overpayment of Veterans' Compensation, Pension, Home Loans, and Education Benefits worldwide.

Duties

Processing and distributing correspondence regarding debt handled by the DMC. Accepting and/or rejecting offers to repay debts based on the length of the repayment plan, the amount of indebtedness, and the debtor's financial situation. Proposing alternative acceptable repayment plans when appropriate. Initiating the process to write off debts that meet the criteria provided in agency regulations and manuals. Serving as a principal point of contact for clients/customers regarding accounts receivable. Providing an explanation of accounts through correspondence. Reviewing and inputting transactions on waiver decisions. Work Schedule: Officer hours for this position will be established between 6:00 a.m. - 6:00 p.m. Telework Available: Yes Duty Location Status: Fort Snelling, MN Title/PD#: Accounts Receivable Technician GS - 5/6; PD 03441A, PD 03440A Promotion Potential: GS-07 Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. There is no time in grade requirement for GS-05. For a GS-06 position you must have served 52 weeks at the GS-05 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. Physical Requirements: The work is performed mostly while sitting at a desk. Some movement and light lifting may be necessary when using microfiche or other files. Constant use of computer terminals requires keyboard familiarity and dexterity. Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found Here. GS-05 To qualify for the GS-05, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression: (1) Providing general clerical support to an organization (2) Initiating correspondence to discuss account status when an inquiry is made (3) Providing customer service to assess customer needs, provide information or assistance, resolve customer problems, or satisfy their expectations. OR Applicants may substitute Undergraduate Education to qualify for grade GS-5. Applicants may substitute education for experience: 4 years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR Applicants may substitute a combination of Undergraduate Education and General Experience to qualify for grade GS-5. If you have some, but not all, of the undergraduate education described above AND less than three full years of the general experience described above, you may qualify by combining the amount of creditable education and experience that you do have. To calculate, first identify the percentage of qualifying education you have as a percentage of four years of study. Then identify the percentage of required general experience you possess as a percentage of 36 months. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of college transcripts that demonstrate this information. GS-06 To qualify for the GS-06, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Providing general clerical support to an organization (2) Initiating correspondence to discuss account status when an inquiry is made (3) Providing customer service to assess customer needs, provide information or assistance, resolve customer problems, or satisfy their expectations (4) Serving as principal point of contact for clients and/or customers regarding accounts receivable. There is no educational substitution for the GS-6 level. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You will be rated on the following competencies based on your application for this position.
