This position is located within the Department of Veterans Affairs Debt Management Center (DMC), Support Services and Special Operations (SSOD), within the Office of Finance, Office of Management. The primary purpose of this position is act as a Subject Matter Expert, using familiarity with debt collection policies and laws as well as understanding of mail intake and check payment processing procedures to complete work items of escalated priority or complexity.

Duties

Maintaining current knowledge and answers questions from employees on procedures, policies, directives, etc. Reviewing operational processes and functions to determine that internal controls are functionally adequate to safeguard sensitive information and funds. Developing and refining processes, both as a customer and with stakeholders Tracking and addressing issues impacting deposits with Federal Reserve Bank (FRB); and root-cause analysis and solutioning. Testing new equipment, software, and processes to determine adequacy and breadth of organizational impact. Examining complex cases to determine and explain how check proceeds were adjudicated. Serving as Subject Matter Expert (SME) for check and mail processing procedures. Reviewing potential transactions for errors. Assisting supervisor with planning, scheduling, preparing, and assigning daily workflow for both the mail processing and check processing teams. Establishing and adjusting unit priorities and allocates resources based on ever-changing priorities within the Organization. Exercising general oversight of staff workload and ensures that shipping resources such as envelopes and metered postage are available. Work Schedule: Hours for this position will be established between 6:00 a.m. - 6:00 p.m. CST Alternate work schedules may be available Telework Available: Available (as determined by agency) Duty Location Status: Fort Snelling, MN Title/PD#: Accounts Receivable Technician GS - 7; PD 41252A Promotion Potential: GS-07 Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-06 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Physical Requirements: Work is typically performed while sitting. Duties require some physical exertion, such as extended periods of standing, bending, reaching, or similar activities necessary to set up, operate, adjust, and monitor operation of the equipment. Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found Here. To qualify for the GS-07 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Providing general clerical support to an organization; (2) Reviewing and properly routing incoming correspondence; (3) Operating general clerical office equipment and reviewing documents; (4) Training, developing, or coaching others in policies or procedures; AND (5) Working independently with minimal supervision. There is no educational substitution for the GS-7 level. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You will be rated on the following competencies based on your application for this position.
