This position is located within the Department of Veterans Affairs, Debt Management Center (DMC), Support Services and Special Operations (SSOD), within the Office of Finance, Office of Management. The primary purpose of this position is to act as a Subject Matter Expert, using familiarity with debt collection policies and laws as well as understanding of mail intake and check payment processing procedures to complete work items of escalated priority or complexity.

Duties

Prioritize and completes workload to provide necessary coverage and ensure that mission critical tasks are completed in a timely fashion without degradation of service. Give on the job training to employees in accordance with established procedures and practices. Maintain current knowledge and answers questions from employees on procedures, policies, directives, etc. Review operational processes and functions to determine that internal controls are functionally adequate to safeguard sensitive information and funds. Develop and refine processes, both as a customer and with stakeholders. Track and address issues impacting deposits with Federal Reserve Bank (FRB); and root-cause analysis and solutioning. Test new equipment, software, and processes to determine adequacy and breadth of organizational impact. Serve as Subject Matter Expert (SME) for check and mail processing procedures. Review potential transactions for errors. Incumbent assists supervisor with planning, scheduling, preparing, and assigning daily workflow for both the mail processing and check processing teams. Establish and adjust unit priorities and allocates resources based on ever-changing priorities within the Organization. Exercise general oversight of staff workload and ensures that shipping resources such as envelopes and metered postage are available. Collaborate with staff from the General Services Administration (GSA), the United States Postal Service (USPS), VA Regional Office, the VA DMC Accounting Team, other VA DMC operational units, vendors and service providers.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-07: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-06) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1) Providing general clerical support to an organization; 2) reviewing and routing incoming correspondence and / or payments; 3) operating scanning equipment and review scanned documents for legibility; 4) working independently or with limited direct supervision; AND 5) teaching, mentoring, or coaching others in procedures. There is no educational substitution for experience at the Grade 7 level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
