You will serve as a PROGRAM ANALYST (PURCHASE CARD) in the Deputy Supply Office (Code 501) for the Supply Department (Code 500) of NORFOLK NAVAL SHIPYARD.
Duties
You will serve as the technical representative and liaison between NNSY and other agencies on all
matters relating to the Purchase Card Program.
You will be responsible for issuing and cancelling purchase cards.
You will work closely with the issuing bank when establishing new accounts, terminating old accounts,
transferring Cardholders, and overriding vender Standard Industrial Classification (SIC) codes, etc.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying analytical and evaluative methods and techniques in developing new procedures.
Experience planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve work operations in a program or support setting.
Experience coordinating with FFC and NAVSUP program stakeholders.
Experience providing oversight to Alternate APC.
Experience Interpreting cost accounting processes.
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying established knowledge of procedures and regulation to review and examine funding documents for accuracy, looking specifically for errors, duplications and inconsistencies to avoid erroneous expenditures.
Experience tracking signed documents throughout their lifecycle.
Experience identifying and leveraging appropriate resources to find a problem.
Experience serving as a subject Matter Expert on Government Commercial Purchase Card regulation and policies.
Experience ensuring GCPC program remains in compliance with applicable guidelines and regulations.
Experience providing training to SY cardholders and authorizing officials.

Ph.D. or equivalent doctoral degree
