You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Northwest Regional Maintenance Center Department (Code 101) of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF).
Duties
You will plan and conduct program surveys, audits, projects, etc. and provide advisory services to management officials regarding complex programs in a large activity.
You will analyze and evaluate quantitative or qualitative effectiveness of program operations in meeting established goals and objectives.
You will research and analyze information and develop new information about the subject studied to clarify suspect results.
You will review and interpret new and established directives, instructions, regulations, and delegations of authority for potential impact on program objectives, operating policies, work operations, and progress.
You will prepare internal instructions, operating policies, procedures, guidelines, etc., concerning assigned program.
You will advise on work in any of the phases of systems of budget administration such as formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will develop, maintain, and monitor integrated reporting system(s) affecting programs with interrelated functions and operations.
You will plan and conduct comprehensive analytical studies to improve organizational structure and staffing levels

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating management programs or projects to identify problems and recommend solutions for shipyard organizational structure, administrative procedures, or work processes.
For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting managers in researching and studying new or improved business and management practices to recommend solutions for shipyard organizational structure, administrative procedures, or work processes.

Education
For the GS-11 level, education may be substituted for experience as follows:
Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR
