This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
You will serve as an Explosives Safety Specialist in the Ordnance Assurance & Safety Office (Code 00SA) of the Naval Surface Warfare Center Indian Head Division.
Duties
You will provide support to the Explosives Safety Officer (ESO) in the enforcement of requirements and all explosives safety self-assessments (ESSA's) necessary for compliance with all applicable rules and regulations.
You will support the ESO in ensuring that all personnel performing explosives operations aboard the activity are qualified and certified and all facilities have appropriate certification to perform explosives operations.
You will support the ESO in the oversight of personnel from other agencies, including contractors and tenant commands, while on the facility, to conduct their activities in accordance with established safety rules.
You will support NSWC Indian Head Division as a tenant activity of Naval Support Activity South Potomac (NSASP) in compliance efforts of standards that are mandated by the Commanding Officer of NSASP.
You will inspect assigned active and inactive buildings, explosive storage areas, magazines or workplaces as often as necessary depending on the hazard associated with the operation.
You will maintain records of inspections and actions taken to correct any identified deficiencies.
You will conduct pre-operational checks and line checks of explosive operating lines, in conjunction with safety personnel trained to perform safety analyses, as new systems or processes are implemented.
You will assure that all assigned standard operating procedures (SOPs) meet the requirements of NOSSAINST 8023.11 (series) and are reviewed and approved by the activity safety office for incorporation of OSHA and environmental requirements.
You will monitor the qualification and certification program for compliance and identify any deficiencies.
You will review assigned site approval documents of facilities encumbered by or generating Explosives Safety Quantity Distance (ESQD) arcs.
You will review requests for deviations and modification drawings to ensure that they comply with existing safety directives.
You will approve the electrical hazard classification for assigned operating buildings.
You will conduct accident investigations in accordance with OPNAVINST 5102.1 (series) and report findings.
You will assist the ESO in the development and presentation of activity safety training classes to adequately address explosives safety practices and principles.
You will monitor the facility grounding/lightning protection program.
You will support the ESO on the explosives safety aspects of munitions responses.
You will review assigned requests for deviations from established explosives safety standards to ensure that they comply with existing safety directives and ensure all assigned deviations involving compensatory measures are communicated to the ESO.

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying principles of explosives safety to protect personnel and property from the consequences of munitions, explosives, or energetic materials.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
