You will serve as a Explosives Safety Specialist in the Facilities Certification Branch (N41) of NAVAL ORDNANCE SAFETY SECURITY ACT.

Duties

You will develop Navy-wide explosives safety policy relative to his/her area of expertise as it pertains to explosives safety management ashore. You will provide planning assistance to Naval installations for future large MILCON, BRACON, or Congressional mandated projects. You will complete complex projects, provides technical guidance, present briefings, including interpretation of explosives safety criteria to Commands and installations in support of site planning and site approval preparation You will investigate and analyze accidents related to explosives safety, safety equipment malfunctions, and program deficiencies to determine circumstances and causes. You will formulate remedial measures, advises NOSSA Command, and communicates results to all levels, internally and externally, in the development and implementation of command-wide explosives safety initiatives. You will serve as a technical consultant for senior explosives safety personnel in the formulation and implementation of conventional explosives safety criteria and policies ashore You will review Naval Installation Site Approval Requests (SAR's) which include facility drawings and maps, specifications, and project justifications. You will recommend approval/disapproval of SAR’s based on established DON and Department of the Defense explosives safety criteria and policies. You will during SAR review apply innovative approaches to resolve unusual/difficult issues which might significantly impact the approval of the request. You will review Naval installation Waivers, Exemptions, and Secretarial Certification initial requests for Naval installations to ensure compliance with the policies and procedures for deviations as defined in OPNAVINST 8020.14 and NAVSEA OP 5. You will serve as an explosives safety technical expert to Regional Explosive Safety Review Boards. You will serve as an instructor for the Naval Facilities Planning Course, AMMO 36.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-02 (GS-11) in the federal service or equivalent experience in the private or public sector interpreting, conducting training, or developing safety policies, or procedures to ensure compliance with safety regulations for explosives ordnance disposal, aviation ordnance or ground ordnance handling.
