You will serve as the Deviation Program Manager in the Ordnance Environmental & Infrastructure Operations Directorate (N4) Facilities Planning and Certification Branch (N41) of Naval Ordnance Safety and Security Activity (NOSSA) of NAVAL ORDNANCE SAFETY SECURITY ACT.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will manage all Navy Deviation submissions (Waivers, Exemptions, and Secretarial Certification) initial or renewal requests for Naval installations from receipt of package by NOSSA to final signature/project closeout.
You will serve as an Regional Explosives Safety Review Board (RESRB) Chairman/board member responsible for coordinating schedules, leading the Board in the deviation review process, and submitting the findings and recommendations of the Board.
You will investigate and analyze accidents related to explosives safety, safety equipment malfunctions, and program deficiencies to determine circumstances and causes.
You will lead an explosives safety program that includes the inspection and survey of facilities, equipment and operations to ensure compliance with explosives safety policies and procedures.
You will protect Naval interests and the public by providing explosives and ordnance safety expertise, policy, oversight and knowledge transfer.
You will provide training for new employees in standard practices and policies for processing.
You will evaluate the course and instructors creating, developing, and implementing training recommendations on course adaptations to reflect customer based requirements.
You will prepare, review, and approve major reports or policies of organization for internal and external distribution.
You will provide expert management advice in all aspects of explosives safety, ashore, related to ordnance operations, structures and facilities, and performs strategic planning and programming for the Navy's Explosives Safety Program.
You will develop new methods, approaches, or procedures as it pertains to facility planning for the construction/modification of ammunition and explosives facilities.
You will investigate and analyze accidents related to explosives safety, safety equipment malfunctions, and program deficiencies to determine circumstances and causes.
You will advise on or resolve technical matters dealing with explosives/ordnance safety requirements.
You will analyze mishap data, discovers causal factors, develops techniques to prevent or reduce the possibility of explosive mishaps.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13 equivalency) in the federal service or equivalent experience in the private or public sector developing and implementing explosives safety standards to ensure regulatory compliance and eliminate potential safety hazards and threats for an organization.
