About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the Office of the Chief of Staff of the Army, Counterintelligence, HUMINT, Security and Foreign Disclosure Directorate located at the Pentagon, Arlington, VA.
Duties
The position serves as Chief of the Initiatives Division and the Army senior intelligence modernization officer in the Counterintelligence (CI), Human Intelligence (HUMINT), Foreign Disclosure (FD), and Security Directorate.
Provides oversight to the division and ensures compliance with regulations pertaining to the adoption, and integration of mission critical specialized technology tools, systems, and concepts to support US Army soldiers and units worldwide.
Provides functional requirements advice, input, assistance and integrated support to the Intelligence Surveillance and Reconnaissance Task Force (ISR TF).
Provides operational support and oversight of programs within the Initiatives Division to Army Major Commands, Task Forces, and Combatant Commands for implementation of modernization policies, concepts of operation and programs.
Coordinates the Army positions on functionally related identity intelligence and other modernization tools, technologies, and concepts within the Initiatives Division with DoD, intelligence community (IC), and other US government organizations.
Analyzes, coordinates, integrates, and monitors significant technology and modernization that impact Army CI, intelligence, or security missions.
Directs and provides guidance for the planning and organizing of initiatives for HQDA and supported elements CI, HUMINT, FD, GIS and I2 modernization programs that impact the Army in accordance with ODCS, G-2 Title 10 and Title 50 responsibilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
- Requires Temporary Duty (TDY) travel up to 25% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
