This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Senior Program Analyst in a project office with complete delegated responsibility for managing a major portion of the program financial management and review and analysis functions.

Duties

Develops short and long range plans covering overall program goals and objectives. Analyzes and evaluates work performed against control schedules to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies. Coordinate management techniques to ensure the most effective and economical management of assigned areas at a minimum cost and maximum accomplishment. Conduct research studies to appraise effectiveness and need for further improvement of the program and to secure approval of proposals and recommendations. Manage planning, budgeting, execution, control and evaluation activities for a variety of programs in terms of major funding such as RDTE, MIPA, APA, OMA, customer, etc. Establish methodology and procedures for compiling, consolidating, reviewing, analyzing and editing program requirements, budgets, and related documentation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Financial Management certification within 60 months as of entrance on duty.
  • Must be able to obtain and maintain a SECRET security clearance.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.
  • This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires a DoD SC Workforce (SCW) Basic level Certification within one year of entry of duty.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience:. One year of specialized experience at the next lower grade of NH-2/GS-11 that includes: (1) Coordinating financial management programs to assure availability of resources to meet established milestones for development and fielding of weapon systems; (2) Translating program estimates/budgets through statistical reports and presentations; and (3) Analyzing and reconciling financial transactions issues, such as Unmatched Transactions (UMTs). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11)
