This vacancy is for a Government Information Specialist in the Office of Privacy and Open Government, Office of the Chief Financial Officer and Assistant Secretary for Administration, Office of the Secretary within the Department of Commerce.
Duties
As a Government Information Specialist, you will perform the following duties (Duties listed at the full performance level):
Analyze and evaluate information about organizational design and the management process to improve effectiveness and efficiency.
Conduct studies on operating programs to identify procedural problems; use quantitative or qualitative methods; analyze findings; make recommendations in reports.
Serve as liaison to external customers to clarify and resolve issues.
Research, analyze, and evaluate data for response to information requests, assemble and review proposed FOIA release packages.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.
The ZA-02 is equivalent to the GS-09 grade level.
To qualify at the ZA-02 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-02 or GS-07 in the Federal service. Specialized experience is defined as:
Carrying out routine administrative assignments;
Collecting, verifying, and summarizing data or information; and,
Researching current or new management practices for application to programs or operations.
OR
EDUCATION: A Master's or equivalent graduate degree OR two years of progressively higher level graduate education leading to such a degree OR
LL.B. or J.D., if related.
OR
Combination: You must have a combination of specialized experience and graduate level education, as described above.
The ZA-03 is equivalent to the GS-11/12 grade levels.
To qualify at the ZA-03 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-02 or GS-09 in the Federal service. Specialized experience is defined as:
Interpreting and applying the Freedom of Information Act (FOIA), the Privacy Act (PA) 1974, as amended, as well as related laws, regulations, policies, and procedures to render a determination to grant access to records;
Drafting and maintaining records and written responses to Freedom of Information Act and the Privacy Act requests; and,
Assisting in evaluating operating programs to identify procedural problems.
OR
EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR
LL.M., if related.
OR
Combination: You must have a combination of specialized experience and graduate level education, as described above.
