This position is in the Federal Assistance Awards Division of the Global Engagement Center (GEC). You will perform all aspects of grants management including day to day management of GEC awards. Implementing grants management procedures, and serving as a key team member to back stop the FAA Division Chief. Contribute substantially to all resource planning efforts and work to align GEC grants and cooperative agreements with the organization's complex and sensitive goals and objectives.
Duties
Manages and awards multi-million-dollar grants and cooperative agreements with delegated warrant authority and executes the full range of programmatic and fiscal oversight for the awards.
Ensures compliance with applicable federal law, regulation, and policies.
Advise and counsel on planning and carrying out pre-and post-award activities relating to grants and cooperative agreements proposals. Prepares and conducts negotiations with grantees concerning all fiscal terms and conditions of grants.
Ensure that program accomplishments are reported, recorded, and assures completion of evaluations of effectiveness.
Conduct effective post-award orientation/coordination. Initiates actions to correct performance issues and/or terminate awards.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Annual Confidential Financial Disclosure required within first 30 days.
Qualifications
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must applying for the GS-14 must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience executing and managing grants and cooperative agreements in compliance with Federal regulations, policies and procedures.
-Experience examining organizations business, management, financial and accounting systems, and procedures, in order to determine, the adequacy of the organization’s accounting systems and ability to carry out the terms of contemplated awards.
Experience analyzing and advising on direct and indirect cost proposed on grants and cooperative agreements to determine the allowability, allocability and reasonableness of costs per Federal regulations.
There is no substitute of education for specialized experience for the GS-14 position.
