This position is located in the Department of Veteran Affairs (VA), Veterans Health Administration (VHA) at the Tuscaloosa VA Medical Center, Tuscaloosa, Alabama. The incumbent works for the Care in the Community Chief in a Clinical Service aligned to the Associate Director and supports the Service's managers and supervisors.
Duties
The Administrative Officer directly assists the Service's Chief with the management of the operations of the Service; advises on and implements actions to ensure administrative requirements are met in such areas as budget and fiscal management, supplies and equipment management, contract management (must maintain Contracting Officer Representative [COS] certification), human resources management, strategic planning, and program evaluation. The Administrative Officer works closely with other key personnel assigned to the Service, including subordinate managers and supervisors, to ensure effective and efficient delivery of health care services to patients. The Administrative Officer assists in establishing short- and long-range goals for the Service which are consistent with the goals of the Medical Center, VISN 7, and VHA, and assists in developing strategies for achieving these goals. Develops and implements policies and procedures governing the provision of services by the service line. The Administrative Officer provides guidance and direction to the administrative, clinical, and clerical staff of the service line.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating presentation and reports ;coordinating and scheduling meetings; maintaining and updating department or service-level budget and financial needs; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; evaluates facility program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of administrative problems and conflicts. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
