This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: : The position is a Health System Specialist but referred to in the organization as a Decision Science Analyst located in the Office of the Deputy Chief of Staff (DCS), G8/9, Readiness Analytics Directorate (RAD), US Army Medical Command (USAMEDCOM), Fort Sam Houston, Texas.
Duties
Serves as a consultant and subject matter expert on military installation medical operations and health data analysis.
Provides consultant services toother organizations requesting complex data extraction and analyses to include (Military HealthSystem (MHS)
Management Analysis and Reporting Tool (MART)) (M2) data queries and SAS programming questions.
Provides healthcare analysis in support of senior level working groups involved in a variety of work associated with MEDCOM strategic business
and organizational planning.
Coordinates with USAMEDCOM staff offices for input on key study topics and develops data requirements and analysis for study
Participates in health policy planning and project implementation efforts.
Requirements
- You will be required to provide proof of U.S. Citizenship.

- Temporary duty travel (TDY) of up to 25% of the time is required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Individual Occupational Requirement (IOR)
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Specialize Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes proficiency in Microsoft Excel or equivalent system in order to extract and manipulate healthcare data and ability to turn data into information for decision making. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as business or public administration with course work in health care administration. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes comprehensive knowledge of Microsoft Excel or equivalent system in order to extract healthcare data; demonstrated ability to analyze data and create briefings/presentations for decision making for senior leaders. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-- no substitution of education for experience is permitted.
Specialized Experience GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes applying qualitative and quantitative methods to assess program effectiveness; develop policies for a complex health care structure and program objectives that affects execution of managed care principles and future direction of health care policies; expert awareness of the unique characteristics of the Department of Defense TRICARE program. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
