This position is located in the Human Resources Division, Office of the Executive Director, Foreign Service Institute (FSI/EX/HR). The Employee Programs Unit supports FSI/EX/HR’s efforts to hire, develop and retain top talent from around the world by providing boutique staffing and employee support services to cultivate an engaged, talented, and diverse workforce.
Duties
Oversee the development, design, implementation and evaluation of FSI/EX/HR’s knowledge management program.
Coordinate with various subject matter experts to develop and maintain a wide variety of Standard Operating Procedures (SOP).
Research, draft reports of findings and recommend improvements in the structure, processes, work methods, operations and procedures of the office.
Serve as the office’s primary Contract Officer’s Representative (COR).
Provide expert advisory and consultative services to supervisors, managers, executive staff, and employees regarding complex issues concerning FSI programs.
Requirements

- Must be able to obtain and maintain a Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience using pivot tables, electronic records and reports from automated HR databases to analyze and visualize information for management consumption.
Experience researching, analyzing and consolidating data from a variety of sources to develop FAQs, job aids and standard operating procedure (SOP) documents.
Experience developing new or modified administrative program policies, procedures and methods to streamline work processes and achieve enhanced efficiencies.
Experience communicating, presenting and/or collaborating with others on matters related to HR programs, policies and procedures.
Experience with contract administration and ensuring contract staff meet the commitments of their contracts, including the timeliness and delivery of quality goods and services as required by the contract.
There is no substitute of education for specialized experience for the GS-13 position.
