Duties
Coordinates and monitors external contractual programs.
Recommends resolutions and alternatives to problems and questions pertaining to budgetary matters, and the meeting of program objectives and requirements that may arise during any phase of the acquisition cycle.
Reviews procurement data package requirements, including PWD data, supporting justification data, draft approvals and checks for completeness and accuracy.
Works with Contracting Officer (CO), and contractors establishes milestones and troubleshoots delayed, detained and unusual procurements through the course of the entire procurement cycle.
Performs surveillance of assigned programs; and responds to the needs and demands of those being supported, as well as complying with all legal and regulatory requirements.
Performs research tasks to obtain a variety of cost, schedule, and performance data; analyzes data to derive relationships involving system parameters, schedule and cost variations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain and maintain at a minimum a Secret security clearance. The position sensitivity designation is non-critical sensitive/ADP II.
- Incumbent may be required to work overtime.
- Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Incumbent may be required to remain on duty or report for duty during severe weather or other installation closings.
- Call back and emergency duty are regular requirements of this position.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes analyzing and evaluating methods and techniques concerning the efficiency and effectiveness of contract service support program operations; identifying trends of assigned programs; interpreting and applying policy statements, regulations, and contractual specifications, terms and conditions; and assisting in preparing procurement packages and/or contacts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Contracting, Procurement, or related fields.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
