This is a Direct Hire Authority (DHA) solicitation for USACE Real Estate Positions (5 USC 9902(b)(2)) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will serve as a senior Realty Specialist responsible for managing the efficient and effective accomplishment of the planning and execution of major projects in support of the Sacramento District
Duties
Reviews and monitors overall program execution and makes adjustments as necessary based on circumstances and priorities.
Implements corporate decisions, guidance, laws, regulations and policy into the development of projects within the program.
Plans, coordinates and reviews the work of employees engaged in the acquisition of real property and relocation of persons displaced in connection with projects.
Allocates project funds to real estate team members and monitors performance to assure commitments are being maintained for all projects within the program.
Reviews individual project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost as well as overall program accomplishments.
Serves as a Technical Advisor on real estate matters, providing assistance to staff engaged in the preparation of reports, memoranda and other decision documents relative to the planning, development and execution of projects and program activities.
As a senior member of staff, serves as mentor and technical resource to other Real Estate Divisions across the Corps.
Provides training and guidance to staff as appropriate.

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes working with and determining real estate requirements for a realty projects including coordination of negotiation skills, budgeting, leasing, property transfer alterations, acquisition and disposal procedures, and project management qualities with many different types of property owners; Federal agencies, state, local governments, banks and/or insurance companies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
