This position is located in the Application and Platform Service Line, Office of the Chief Information Officer, in the Mission Program Enabling Office. Supporting the NASA Small Business Innovation Research (SBIR) & Small Business Technology Transfer (STTR) program, the position will serve as Data Analyst building PowerBI Dashboards for the SBIR/STTR Program. The position will be able to provide meaningful dashboards and accurate data to NASA SBIR/STTR leadership.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Develop and maintain Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Dashboards in PowerBI to assist leadership to make data driven decisions.
Collect data, generate and analyze data trends, develop charts that enable the organization to make data driven decisions.
Develop and maintain SharePoint Site related to SBIR/STTR Program Initiatives.
Support software development within the Program as a Scrum Master.
Work on a development team to develop data analytic software in support of the SBIR/STTR Program Initiatives.

You may meet the basic requirements through substitution of education for experience
To qualify at the GS-7, you must have:
a) One year of directly related specialized experience equivalent to the GS-05 level:
Following information technology (IT) procedures to ensure data management systems and/or software are functioning properly within established requirements;
Assisting with preparing and updating manuals, instructions, and/or operating procedures;
Gathering and/or analyzing basic facts from data provided through analytical tools such as Excel, SharePoint, PowerBI, or similar tools.
OR
b) Completed 1 full academic year of graduate education with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
OR
c) Completed a bachelor's degree in a field listed above and meet Superior Academic Achievement (SAA) criteria: (1) you must be in the upper third of your graduating class in the college, university, or major subdivision; or (2) you must have a 3.0 or higher out of a possible 4.0 GPA; or 3.5 or higher out of a possible 4.0 GPA based on courses completed in your major field of study during the final 2 years of the curriculum; or (3) election to membership in a national scholastic honor society
To qualify for the GS-9, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
Participating in the software development processes utilizing database design techniques for data management;
Assisting Information Technology (IT) Specialists developing websites (i.e., creating, building, and maintaining websites) such as SharePoint;
Utilizing data analytical tools related to Excel, SharePoint, PowerBI, or other similar tools to enable data mining for insights.
OR
b) Completed all requirements for a master's degree or equivalent graduate degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
To qualify for the GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Working with information technology (IT) teams to development software languages such as RESTful API integration, .NET software development, and AWS DevOps;
Assisting in the planning and preparation of the development for data management of websites (i.e., creating, building, and maintaining websites) such as SharePoint;
Performing data mining analysis with analytical tools such as Excel, SharePoint, PowerBI, or other similar tools.

b) Completed all requirements for a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more of fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
