This position is located in Medical Service, Louis Stokes Cleveland VA Medical Center, Cleveland, OH, and provides support to The Cleveland VAMC Center of Excellence in Cancer Specialty Care. The Program Analyst will support the educational, clinical and quality improvement functions of the interdisciplinary and interprofessional cancer specialty care program.

Duties

Major duties of the Management & Program Analyst include, but are not limited to: Assists with the development of data collection forms, including e-interfaces, to maximize efficiency and accuracy of data collection, and to collect, analyze, summarize, and evaluate data from various VHA, VISN, and facility clinical and administrative databases. Creates and maintains specialized data sets for individual QI or research projects. Troubleshoots problems, such as corrupted tables and consumption of table space by identifying the most likely problem sources and recommending solutions. Attend weekly conferences and coordinate the activities of the meeting. Develops guidance and provide technical advice on one or more of the following areas within Systems Redesign; utilization patterns, clinical outcomes, advance clinic access/wait times, performance measures/monitors, patient demographics, provider productivity workload capture, and costs of service. Works closely with the center director, co-director, and evaluation teams to allow the sharing of information and ideas. Coordinates meetings as necessary to exchange information, discuss policies and procedures, and assist/coordinate with problem solution. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 grade level. For a GS-9 position you must have served 52 weeks at the GS-7 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. In addition to the qualification above you must also have: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: data analysis and program evaluation for effectiveness; developing process and procedures in a health care unit; assisting with suspense items to ensure actions are assigned appropriately; reviewing documents to ensure completeness, accuracy and compliance OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education OR superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described above. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Data analysis and trending into proper context, knowledge of the mission, organizational structure, workflow, processes, procedures, policies, regulations, and laws covering a variety of activities from medical coding, fiscal accounting, budgeting, personnel management, regulatory compliance and inspection agencies; plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; and, evaluating costs and benefits, presenting options with pros and cons, preparing staffing reports, papers, and responses to internal customers and various other stakeholders. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. You will be rated on the following Competencies for this position: Administration and Management Decision Making Interpersonal Skills Organizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mostly sedentary, however some walking, standing, bending and carrying light weight items are required.
