The VA Northeast Ohio Healthcare System is recruiting for a Program Analyst (Informatics). The Program Analyst will function in Psychology Service.

Duties

The Program Analyst (Informatics) will serve as the technical expert regarding section-specific operational issues, and administrative support to one or more of the following clinical programs: Mental Health Ambulatory Care Clinic (MHACC), Veterans Addiction Recovery Center (VARC), PTSD Clinical Team (PCT), Acute Inpatient Psychiatry Ward (WCT6), Mental Health Intensive Case Management/Community Residential Care (MHICM/CRC), Psychiatric Assessment and Observation Center (PAOC), Medical Foster Home (MFH), Suicide Prevention (SP), professional Training Programs or other Mental Health programs and initiatives, as assigned by the Supervisor or the Administrative Officer. The Program Analyst (Informatics) duties include, but are not limited to: Provides administrative support to the training program Directors and Students, deploying resources to support programmatic needs, providing a full range of technical support. Maintains direct responsibility for timekeeping, management and analytical reports, training program evaluation and research, and administrative employee assistance. Oversees recruitment and selection information reports of psychology training candidates, tracking student HR actions, adhering with OAA, APA, Human Resource and VHA mandates and directives. Responsible for analysis and interpretation of statistical data, producing summary reports, developing new processes to ensure adequate monitoring of quality improvement processes, and advising management on the adequacy of database configurations, interpretive summaries, and reports. Creates forms, surveys and polls utilizing Microsoft Excel, and Sharepoint programs. Manages sharepoint access, epas, maximo work orders and processing 2237. Oversees and manages Director of Training's calendar, student events planning and special service events including oversight and ensuring facilities are appropriate and all required materials are prepared and available Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting with collecting, compiling, and/ or tracking data and statistical information in support of program operations; contributing to procedures and processes to ensure completion of administrative tasks; supporting supervisory staff in developing, promoting, and coordinating special training; assisting with the coordination of quality assurance activities; facilitating orders for all office supplies for designated areas; maintaining knowledge of the Medical Cost Accounting Labor mapping process, and workload/ RVU capture. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a J.D., related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of qualifying specialized experience and education as described above to qualify at the GS-9 level for the Program Analyst position. This is determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 18 semester hours (i.e. beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement (Transcripts must be submitted). You will be rated on the following Competencies for this position: Manages and Organizes Information Data Management Project Management Analysis and Problem Solving Administration and Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but does require some walking, standing, bending and carrying lights items such as books and papers.
