This position is in the Mental Health Care Line (MHCL). Incumbent serves as the Clinical Coordinator for the General Mental Health Clinic (GMHC). As Clinical Coordinator, the employee is delegated authority and responsibility for technical and oversight duties associated with the provisions of the clinic's organization and patient support.

Duties

As a Program Specialist, you will: Direct administrative activities within GMHC including budget and fiscal management, human resource management, strategic planning and program management and evaluation, assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources. Participates in top management discussions, decisions, policy-making and provides program direction to other executives, managers and assigned personnel. Serves as a key member of the GMHC staff, actively participating in the development of overall clinic objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to our veteran population. Responsible for the outpatient processing in GMHC to include analysis of workload, missed opportunities, and clinic cancellations and reporting. Formulates policies and operating procedures, ensuring compliance with VA regulations, statutes and the standards and requirements of various internal and external review bodies. Develops program evaluation methodology and processes, which will ascertain such areas as program effectiveness, organizational productivity, operational efficiency and resource utilization. Coordinates and expands use of all pertinent resources available for patient care, develops extensive community relationships/partnerships with individuals and with health, social and welfare agencies; maintains cooperative relationships with corresponding services at local military installations and other VA facilities. Manages quality assurance and National Mental Health Program data, and ensures compliance with all applicable accrediting organizational standards. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm (Subject to change based on the needs of the Agency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative support to management including using Microsoft applications to organize data and information for subsequent manipulation and retrieval; Using VistA and CPRS to access information in the Medical Center Computer System; gathering, assembling and analyzing a variety of complex data; and preparing and presenting written and oral quantitative/qualitative reports based on conducted research. NOTE: This experience must be supported by your resume to be creditable. OR, GS-09 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, GS-09 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first graduate year or 18 semester hours. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying knowledge of health benefits management and administrative practices, principles and techniques and have experience in the planning, implementation and coordination of such systems; Applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations carried out by administrative personnel; and carrying out projects, studies and creating narrative and statistical reports and reviews. NOTE: This experience must be supported by your resume to be creditable. OR, GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, GS-11 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two graduate years or 36 semester hours. NOTE: Transcripts must be submitted with application. Physical Requirements: No special physical qualifications are required to perform the work. The work requires the ability to move around the office and clinic and requires some standing, walking, bending and carrying of light items up to 20 pounds such as office files, copy paper and supplies.
