You will serve as an Intelligence Specialist - Special Programs Officer - in the S-3, Future Operations Division, Special Programs Office of HQ US MARINE CORPS. This position is located in Quantico, VA. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

Serves as an Intelligence Specialist and Special Programs Officer for Marine Corps Intelligence Activity (MCIA). Responsible for establishing and maintaining access to Sensitive Compartmented Information (SCI) Sub-Compartments. Act as senior command advisor to the Commanding Officer on the utilization and accesses to Special Programs. Work with various offices within the U.S. Marine Corps, Department of Defense, and the Intelligence Community (IC) to gain and maintain access for MCIA employees in support of their analytic missions. Develop and maintain information systems connectivity and physical space requirements in support of the Special Programs Office. Maintain liaison with other USMC and IC special program managers.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS trial period.
  • This position requires periodic polygraph examinations.
  • Travel required for coordination, contingency/exercise support, briefings, conferences and training.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Establishing and maintaining access to Sensitive Compartmented Information (SCI) Sub-Compartments, and access to programs requiring Alternative Compensatory Control Measures (ACCM) in support of an agency/command's analytic missions; 2) Developing policies, procedures, information systems connectivity, physical space and security requirements; 3) Working with various offices internal and external to the agency/command to gain and maintain access for MCIA employees in support of their analytic missions; 4) Developing and maintaining information systems connectivity and physical space requirements in support of the Special Programs Office; and, 5) Utilizing knowledge of special program capabilities, limitations and employment, to include recommendations denoting efficient asset utilization, to support service/command-level efforts.
