This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum, "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23, 2023 This position is part of the Air Force Elements, U.S. Transportation Command, Transportation Command.

Duties

As a TRANSPORTATION SYSTEMS SPECIALIST at the GS-2101-13 some of your typical work assignments may include: Perform independent analyses for completing functional system requirements and special projects. Identify requirements, analyze feasibility, and provide recommendations for incorporating software changes and capability modifications into future transportation systems. Uses knowledge of analysis techniques (systems analysis, design, and modeling) to identify, define, and design functional and interface requirements in collaboration with government and contractor personnel. Transition user requirements to written system specifications for software development; prepare and coordinate functional system descriptions and data output requirements associated with personal property applications as required. Coordinate defined tasks with supervisor, acquisition management specialists, and software developers. Prepare work products to meet objectives for content, design, and development. Participate in translating functional requirements to DPS, MilMove, TOPS, and other software design tools, and reviews resulting products for accuracy and feasibility. Communicate orally and in writing with all levels of personnel from the Branch Chief, various project or program managers, and Military Branch of Service Headquarters representatives.

  • Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606

Qualifications

You may qualify at the GS 13 level , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Conducting and leading requirements for developing standard information systems within defined schedules and resources. Serving as a focal point for software-contracted work (e.g.: software requirements and development, user interfaces, regression testing, and quality systems testing.) Analyzing customer feedback information for potential impact on programs to facilitate revisions, implementation, and guidance. Working within systems analysis and design; knowledge of business processes modeling, lean-agile methodologies, and data entity definition. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
