This position functions as a Staff Assistant in the Office of the Medical Center Director with responsibility for providing administrative support to one or more of the senior staff officials responsible for the following program areas: Associate Director, Associate Director for Clinical Operations, Chief of Staff and Chief Nurse Executive.

Duties

Duties include, but are not limited to the duties below: The incumbent conducts special studies of administrative issues as requested by the Medical Center Director or other members of the Director's senior staff. Analyzes and prepares program status reports for review at all levels and conducts systematic reviews to assure compliance with external regulations. The incumbent is responsible for the coordination of corrective actions to eliminate deficiencies, collaborates with supervisors on maintaining current policies consistent with VHA and JCAHO directives, and provides support and administrative guidance regarding administrative matters. The incumbent assists in the management of Director's office and ensures that the practices and procedures used by program staff in subordinate offices are consistent with those of the Director's office. Recommends changes in administrative policies as necessary. Devises and implements office procedures and practices to be used by program staff in subordinate offices. The incumbent responds to inquiries and administrative problems brought to the Office of the Director by members of the staff and officials of the agency's central office, State and local governments, other hospitals and organizations, other Federal agencies, and Congressional staff. Notifies the appropriate staff officials of the need for information or recommendations, and either prepares the response or follows up to ensure a timely response by others. The Staff Assistant maintains the calendar and schedule for the Pentad Member and acts as a liaison or handles the communication with persons and groups within and outside of the Medical Center. The incumbent maintains liaison and communications with persons and groups from both within and outside the organization, speaking for the Pentad member and other senior members of the Director's Office on administrative issues. Prepares responses to correspondence in the organization. Manages a wide variety of correspondence from within and outside the agency and decides how to handle. Reviews and responds to the correspondence, routes it to the proper staff member, or consults with others prior to responding. Drafts initial or final correspondence and monitors such correspondence to insure that actions taken are completed accurately and appropriate procedures are followed. Provides support to the committees chaired by the Pentad member/Program Director. This includes preparing the agenda, taking minutes and following up on items for elevation to other committees etc. Work Schedule: Monday-Friday 8:00AM-4:00PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Organizing or scheduling meetings/conferences; Analyzing or evaluating data/information; Providing guidance/advice on established policies and procedures; Using automated systems or applications to process, store, or transmit information. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Master's or equivalent graduate degree; completed two (2) full years of progressively higher level graduate education leading to such a degree; OR, LL.B or J.D. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 60 semester hours. To calculate, first identify the percentage of required education you have earned, (you cannot use the first 60 semester hours that you earned), then identify the percentage of required experience you possess, add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09.. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Occasional travel to the VISN or vendors may be required. The incumbent will be subjected to stressful situation due to short timeframes for completion of assignments. Work is typically performed in an adequately lighted and climate-controlled office.
