This Management and Program Analyst position is in the Department of State’s Foreign Service Institute (FSI), School of Professional and Area Studies (SPAS), Office of the Dean. SPAS offers training in foreign affairs specialties, such as consular, political and economic affairs, and area studies. The incumbent works as part of the Business Operations team to fund and staff diplomatic training and career-long learning opportunities that foreign affairs professionals need to excel.
Duties
As part of a team, plans and carries out analysis concerning SPAS budget. Advises on budget policies and procedures and provides accurate tracking of all expenditures.
Participates in preparing annual Financial Plans and other budget planning documents including drafting and reviewing internal operating policies, procedures, and systems to improve productivity, collaboration, workflow, and communication.
Serves as POC for human resources matters, to include, advising senior leadership regarding the status of staffing actions.
Consults with HR specialists on recommended methodologies and mechanisms for recruiting employees.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying to the GS-12 grade level must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience serving as a liaison on Human Resources actions.
Experience in monitoring and analyzing budget activities for an office or organization.
Experience in evaluating and monitoring contracts.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants applying to the GS-13 grade level must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience serving as a liaison on Human Resources actions.
Experience in developing and monitoring budget activities for an office or organization.
Experience in evaluating and monitoring contracts.
Experience in analyzing and evaluating programs and providing recommendations regarding Human Resources, Budget and Contracting activities.
There is no substitute of education for specialized experience for the GS-13 position.
