About the Position: This position may be filled as a remote position or may be located at either Civilian Personnel Records Center (CivPRC) - Rock Island, Illinois or Fort Riley, Kansas. May allow for situational/ad hoc telework. NOTE: Positions will be filled at either the GS-11 or GS-12 grade level with promotion potential to the full performance GS-12 level. Or it can be filled at the full performance level, GS-12.

Duties

Apply technical expertise, advice and assistance in reviewing and overseeing the Civilian Personnel Records Management function for a comprehensive range of personnel actions for a very large customer base. Research and interpret regulations, guidelines, policies and directives from higher echelons and conduct comprehensive research to apply problem-solving skills to difficult cases. Evaluate the potential impact of alternative solutions and take appropriate action to modify procedures or make recommendations for ways to solve complex processing situations. Troubleshoot problems, develop alternative approaches for problem resolution, and coordinate with appropriate human resources specialists to implement corrective actions. Work with functional users and automation information technology personnel to develop automated solutions to streamline/automate Records Management functions. Coordinate internally as well as with Human Resources Specialists external to the CivPRC to develop or refine operational procedures and resolve recurring problems.

GS-11 Specialized Experience: One year of specialized experience which includes: 1) Reviewing civilian human resource management laws, principles, methods and practices relating to CivPRC coding, pay setting, veterans preference laws, appointing authority, etc.; 2) Reviewing civilian personnel actions; and 3) Providing advisory service on a wide variety of personnel actions, corrections, and cancellations that affect employee data, benefits and pay. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). GS-12 Specialized Experience: One year of specialized experience which includes performing quality assurance on completed civilian personnel actions to identify source(s) of errors; researching and interpreting various federal laws, regulations, and policies pertaining to civilian human resources programs to recommend solutions to complex issues; and formulating solutions to eliminate or reduce production barriers, promote team building, and improve business practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: AccountabilityManages and Organizes InformationProblem Solving Time in Grade Requirement: GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education

GS-11:
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources or public administration. Note: Transcripts must be submitted with application.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Note: Transcripts must be submitted with application.

GS-12: For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
