About the Position: This is a Project Manager, GS-0301-09/11 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Planning, Programs & Project Management Division.

Duties

Assures the overall management, control, coordination and execution of assigned projects. Coordinates planning, design, cost-engineering, construction and environmental restoration for engineering or planning projects of substantial scope and complexity. Controls and manages project milestones and budgets from planning through construction and initial operations. Allocates project funds to District elements, consistent with progress attained, and measures and monitors performance to assure that commitments of all parties are being maintained. Keeps the sponsor/customer fully informed of project progress, issues and their resolution, and any impacts on cost.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
• Incumbent may be required to travel/perform Temporary Duty (TDY) 25% of the time.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes: 1) Experience as a life cycle project manager assigned with overall responsibilities of project development and delivery; AND 2) Experience planning scope, schedule, and budget development, along with design, engineering or construction management in regards to construction/renovation of buildings, facilities, fueling systems and other infrastructure projects or environmental restoration type work; AND 3) Experience following customer requirements within a coordinated management plan. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
