This position is located in the Education Service Line (ESL), Office of the Service Line Executive. The incumbent serves as an advisor and analyst for the delivery of training within the ESL. The incumbent performs analysis, evaluation and advisory assignments related to the effectiveness and the efficiency of education initiatives, course offerings, and mandatory training. The incumbent assists in the design, implementation, modification, and maintenance of quality management programs.
Duties
As a Program Analyst, you will:
Meet frequently with the Service Line Executives and Supervisory Program Specialist, advising them on issues that affect the delivery of training and the impact on the Medical Center as a whole.
Track, analyze, and evaluate, on a quantitative and/or qualitative basis, the compliance of VA Privacy and Rules of Behavior (CRISP) training and other mandatory training for the trainees at MEDVAMC.
Troubleshoots individual problems, analyzes system issues, to develop and present solutions for program and system efficiency
Perform program analysis that involves collection, tracking, and trending statistical information in support of the ESL operation.
Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of management or internal control reviews.
Evaluate, process, or make recommendations for effective organizational changes to better meet trainee and staff needs in ESL.
Analyze program performance data and prepares regular status reports for review at all levels.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm (Subject to change based on the needs of the Agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-9 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
For the GS-09 level, you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administering or managing On/Off boarding for Health Profession Trainees(HPTs)/ Graduate Medical Education GME. This experience must include: Uses and applies all aspects of the VA Identity and Access Management (IAM) system utilized to support proper application documentation, appointment, security clearance (SAC), mandatory training for trainees and data collection for OAA reporting; Develops and provides instruction for on/off boarding GME, Associated Health (AH) and Direct Paid HPTs; Applying Knowledge of Veterans Health Information & Technology Architecture (VISTA) and Electronic Permission Access System (EPAS) for submission of request for HPTs computer access and verification codes. NOTE: This experience must be supported by your resume to be creditable. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond first graduate year or 18 semester hours. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: The work is largely sedentary, although slight physical effort may he required. Position may, require occasional travel. The work is generally performed in an adequately lighted and climate-controlled office requiring no special physical demands.
