Duty Location: Lakewood, Colorado and Location Negotiable After Selection, United States
The final determination of the duty station for this position will be made by the selecting official at the time of the job offer.
Duties
-Evaluate programmatic impacts of current/proposed policy, legislation and regulatory requirements relevant to energy initiatives.
-Serves as a specialist in the Power Resources Office (PRO) for matters pertaining to new hydroelectric power development at Reclamation facilities including: federal development, FERC licensing, and Lease of Power Privilege development.
-Serves as an analyst, and chief data manager in support of the automated data systems within the (PRO).
-Designs and develops innovative methods and techniques for performing analysis of processes for use in evaluating program effectiveness.
-Oversees project management of Hydropower Sustainability and Renewable Energy projects funded by PRO's Renewable Program, including significant data management projects.
-Makes recommendations to the Power Resources Manager and Renewable Program Lead on Reclamation renewable development and integration policy & initiatives and prepares briefing materials on renewable energy integration for high level Reclamation and Department of the Interior officials, and Congress.
-Represent Reclamation on power industry committees involved in aspects of renewable energy initiatives at the National level to develop general plans for research and projects.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service. Examples of specialized experience includes 1) Project Management related to the electric power industry; and 2) data management and analysis to support process improvement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
