Duties

This job opportunity announcement (JOA) will be used to fill one (1) full-time and permanent Medical Administration Officer (Assistant (Deputy) Chief, Business Office), GS-0301-13, vacancy at the Robley Rex Veteran Affairs Medical Center (VAMC), located in Louisville, KY with Business Office Service. Incumbent serves as the Assistant Chief, Business Office at the VA Medical Center, Louisville, KY. This medical center is a tertiary care facility classified as a Level Ib Facility. This medical center is a teaching hospital, providing a range of patient care services, with state-of-the-art technology as well as education and research. Comprehensive health care is provided through primary, secondary, and tertiary care, in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, oncology, dentistry, and geriatrics. The VAMC Louisville is a part of the Mid-South Veterans Healthcare Network, VISN 9, which includes facilities in Lexington and Louisville, Kentucky; the Tennessee Valley Healthcare System (includes Nashville and Murfreesboro) Memphis, and Mountain Home, Tennessee. Outpatient services amounting to over 420,000 annual visits are provided through primary care, general, specialty, and subspecialty outpatient clinics. Louisville provides more than 7,400 episodes of inpatient care, and more than 50,000 visits in the community thru the fee medical programs managed directly by the business Office. There are VA staffed community based outpatient clinics located at Stonybrook, Newburg, Shively, Ft. Knox, and Grayson County, KY as well as New Albany, IN. The medical center's primary service area is comprised of 28 counties in North Central Kentucky and 12 counties in South Central Indiana supporting a veteran population of approximately 170,000 individuals. Major duties include but are not limited to: Makes major recommendations pertaining to significant internal and external program and policy issues affecting the overall organization; determination of projects to be initiated, dropped or curtailed; and the resources to devote to particular programs involving a significant portion of the organization's budget. Formulates and installs administrative and clerical procedures of a complex nature. Reviews and approves allocation and distribution of funds in the organization's budget. Ensures attainment of all assigned performance measures. Directs an organizational unit responsible for planning and carrying out specialized programs that perform complex administrative and technical work significantly impacting the operation of the Medical Center. Formulates and issues policies. Provides information, persuade and motivate contacts to comply with regulatory requirements, coordinate projects, and to provide expert advice and guidance to high-ranking managers within the VA Medical Center, VISN 9, VA Central Office, and other federal, state, county, and city agencies, as well as public officials at all levels within the government, service officers and the public at large. Provides essential data for enlightened planning, budgetary effectiveness, workload projections, etc., through reporting, analytical comparisons, projections and advice. Performs methods and procedural studies and makes recommendations for changes. Promotes better utilization of management principles and practices through the application of management analysis techniques. Contacts are with high ranking managers and staff within the VA Medical Center, VISN 9, VA Central Office, and other federal, state, county, and city agencies. Coordinates all intra-organizational problems, organize and plan activities to attain established goals, resolve unusual problems or issues, interpret directives, formulate and install administrative and clerical procedures of a complex nature. Provides direct supervision in the operational aspect of the service. Directs an organizational unit responsible for planning and carrying out specialized programs that perform complex administrative and technical work significantly impacting the operation of the Medical Center. Evaluates subordinate supervisors and serves as the second level reviewer on evaluations rated by subordinate positions. Hears and resolves group grievances and serious employee complaints. Reviews and approves serious disciplinary actions (e. g., suspensions and removals) involving employees of the service. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to the time in grade requirement listed above, you may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience at the GS-12 grade level that includes progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Experience must demonstrate the required application of the knowledge, methods, and techniques of an administrative healthcare professional managing a hospital, clinic or comparable healthcare facility. Specialized experience may have been gained in a hospital business office, medical center, clinic or similar environment where the applicant has knowledge of, and skill in applying: Supervisory functions in the operational aspect of a medical service, such as formulating and installing clinical, administrative, and clerical procedures to ensure expeditious and efficient processing of work; Thorough reporting, analytical comparisons, projections and advice; Providing essential data for planning, budgetary effectiveness, workload projections, etc.; Determining management needs and assuring timely data collection and meaningful reporting of service activities; Thorough application of management analysis techniques and promoting utilization of management principles and practices. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
