You will serve as a HUMAN RESOURCES SPECIALIST (LR/ER) in the Human Resources Office (HRO), Business Directorate of NAVFAC SOUTHWEST. SALARY RANGE: GS-09: $64,722.00 to $84,135.00 GS-11: $78,307.00 to $101,796.00

Duties

You will consult with managers on resolving employee relations issues (e.g., leave, levels of work, medical issues). You will inform managers when changes to conditions of employment require bargaining on impact and implementation. You will brief managers and employees on labor relations issues. You will collaborate with management and unions to resolve unfair labor practice charges, grievances, workplace issues. You will respond in writing to union proposals resulting from changes in working conditions.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-09:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Assisting in researching and applying employee and labor relation theories, principles, methods, and techniques; 2) Assisting with advising management on achieving progressive discipline in accordance with established policy; 3) Assisting with developing briefings, status reports, and correspondence to managers and the workforce on labor and employee relations matters. GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Assisting as a consultant, providing guidance and interpretation of concepts, principles, laws and regulations to management and employees in the areas of Labor and Employee Relations; 2) Assisting with assessing potential impact and precedent-setting implications of pending employee/labor disputes; 3) Assisting with advising management on achieving progressive discipline in accordance with established policy; and 4) Assisting in developing and delivering briefings, status reports, and correspondence to managers and the workforce on labor and employee relations matters. Education

Applicants that do not meet the specialized experience listed under the Qualifications section may qualify with education or a combination of specialized experience and education as follows:

GS-09: 1 full year of graduate level education

OR

Superior academic achievement
OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.

GS-11:
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
